Trying to help a friend

I am trying to help a friend from work and need expert advise.

 

Long story short, he was military, his then 15 year old daughter was taken by ambulance to the hospital.  A mix up caused the bill not to get paid by TRICARE right away.  It has since been paid.  Fast forward 6 years.  It is a collection showing up on her credit report.

 

What is the best way to take care of this?  I initially said a DV to the CA but am not sure if that is the best course of action.  Or even if HIPPA would be.  It is in her name and never should have been.

When is the collection scheduled to fall off of her reports?

I would have to ask.  Did not think to before.

 

The only problem waiting is she is now in Officer Training School for the Army and is unable to get Financial Aid due to the collection.

How much time does he have to work on this collection? Does he have any proof that the debt was really his and that his daughter was a minor at that time?

ASAP would be good but however long is fine.  And yes he would have proof that he was the responsible party and she was a minor.

Aside from this paid collection, are your friend's reports clean?

It is not on his report, it is on his daughters report.

oops, sorry. I assume her reports are otherwise clean? If yes, they sould skip step one (opt-outing out) and proceed with step 2 (if applicable) and step 3, the pre-HIPAA letter. I'm just curious, is this on all three of her reports?

Again, I will need to ask.  I did not get a lot of information other than the basics.

I'm hopeful the pre-HIPAA letter will get this deleted, but its not absolute.
