Progressive doesn't like to pay. They insured the driver that ran a light and totaled my wife's Grandmother's car, and we had to get real nasty to get them to pay. They are on my s**t list.
Comparatively, when one of my in-laws had a fender bender in our driveway with my Jeep, USAA gave us no hassle even though they covered both. It was quick and painless.
If you are getting insurance just to satisfy liability laws or a finance requirement, shop price and get the cheapest piece of crap never-pay policy. But know if anything happens you'll be screwed.
The smart thing is to chose your insurance provider based on whether they will actually take care of you in the event of an accident. Anything else is worthless, no matter how cheap it is.

Wow Progressive really does blow when it comes to paying! Wish I had the opportunity to have USAA but I don't qualify.

I am in Houston. Geico has been nothing but wonderful. Progressive started that way and then blew it by skyrocketing my rates even though I have a PERFECT driving record. They said inflation yadda yadda. I said sikk my *** and have been with Geico every since and they havent changed my rate in 2 years!

I was with Progressive for a while. I was on my parents policy with them from ages 16 to 20. I then changed over to have an individual plan with them for another two years. My rates remained stable for awhile (I have a clean driving record), but all of a sudden they decided to increase my monthly premium by $40 when I went to renew! An extra $40.00 monthly is quite an increase considering my driving record was still spotless. When I called to question the price change, the representative fed a bunch of BS on how my state (FL) is notorious for insurance fraud and uninsured motorists. I did not renew my policy with them after this.
I then switched to Esurance and had them for 1.5 years - until they increased my rates by $20.00 monthly after getting into a newer car. I decided to shop around at this point, as my insurance was getting costly at $176 monthly.
I switched to Geico, where I'm saving about $30.00 each month on my premium. They were the cheapest auto insurance I could find while still offering good coverage. I haven't had any problems with them so far. Hopefully my rate will stay the same or maybe decrease when I go to renew in October. So, right now for best car insurance, my vote would go to Geico. It's different for everyone though. I turn 25 next year and I'm looking forward to the rate decrease after that happens.
I switched to Geico from Esurance, at a substantial savings, but got even more when I switched to USAA.
I've been super happy with Geico for the most part of the last 15 years. Couple of accidents/incidents, always good with the claims. Roadside assistance has been great when I needed it. Also recently compared their premiums to Progressive and Geico was a better price too.
So from the looks of it Geico is the one to go with
