Question about HIPAA

I was forced to cancel my health insurance because I moved 1 mile outside Anthem BCBS' servicing area. So, I signed up with Carefirst BCBS. No biggie. Well, today, after nearly 3 weeks, they finally write back asking DW to get a doctor to sign off on a gestational diabetes issue from 2 pregnancies ago. It's a non-issue thankfully, but Carefirst is nervous nonetheless.

 

When I talked to the rep, and granted a low-level rep, she said that we had to get a doctor to certify their request if we wanted their insurance. I had in my hand at that moment a certificate from Anthem proving coverage. In an effort to save time (they only gave me 2 weeks to get a doctor to sign off for DW), I inquiried about HIPAA. I told the rep that I thought they couldn't deny coverage based on prior medical history if the change took place over so many days (63 IIRC). She said that HIPAA doesn't matter and they can deny for any reason and that if I don't follow through with their request by June 1, then they'll deny my application.

 

Does this sound right? Can they do that? I read over HIPAA 2-3 times for the HIPAA process per credit rebuilding, but I never had an insurer ask for more info as a condition for approval.
