Members who stop posting are not necessarily inactive. All they need to do is log in every year or two. Posting not required. Also, those with paid subscriptions on MyFico are considered active. Buying a report counts as activity and should restart the 2 year clock.
I don't believe 1st generation "retired" posters are grandfathered. I'm aware of dozens who are now anonymous. One situation where grandfathering might apply is for those who were moderators or became credit mentors. Community Leaders are not grandfathered (ref CGID and others now anonymous)

It's nice to see the drop in membership has slowed significantly at least. I still don't agree with how severely Khoros has slashed the member roles in their efforts to clean up the forum. It was certainly overkill.
