BBS, There is an aggregate UTIL threshold?  What are the threshold points?  Just the 29% or ae there others?

Yes it appears that 9% is a threshold.

For aggregate utilization, the threshold points are believed to be in 20 point increments starting at 9%.  So, 9%, 29%, 49%, 69%, 89%.  Some of these same threshold points may exist for individual cards as well, but they are less concrete and impactful from what most have reported.  Also, aggregate utilization is always King to individual card utilization.
