Two different categories of soft inqs: -PRM (promotional) are to see if you roughly fit the criteria for a certain loan product. It's sort of a checklist, depending on how the creditor sets it up. So scores between XXX and XXX, no BK, up to one 60 OK, whatever. But they don't get all the nitty-gritty. If you fit, they get your name and address to mail you stuff. (Magnets!) If they don't set up their criteria tightly, a lot of people will be denied when they do apply.
The second type is account maintenance or account review, done by a current creditor. They get to see more --what you're up to with other cards and so forth. That's to see if you're deserving of a CLI or APR reduction, or if instead it's time to measure your neck for the guillotine.
