The all zero penalty isn't a way for creditors to keep consumers in debt. Creditors want to see reasonable and responsible use of the products that they offer. Reporting a zero balance shows you aren't utilizing the revolving credit you have and can be a red flag. There is also a difference between carrying and reporting a balance. If you carry a balance you pay interest, if you report a balance and then pay that balance by the next due date you do not pay interest. This keeps cards active and looks more appealing to lenders.
Correct above. No one needs to have "debt" to report a balance and avoid an all zero penalty.
