Even fico recognizes the value of EX inquiries and the complete lack of value of EQ inq....

My reports are almost exactly the same...7 inquiries total on each, 5 in the last 12 on each, 1 last 6 month on each. My trimerge report was just pulled by the USDA for a mortgage... My fico alerts:

EX new inquiry -4 pts

TU new inquiry -2 pts

EQ new inquiry 0 change.

Hmmm, Im pretty sure weight is not given to the CRA that the info is being scored on, but this is interesting.
