There is no memory. Your FICO scores will always be a snapshot in time with no regard to what your utilization was even 0.0001 seconds ago. You haven't recovered the points for another reason and you haven't provided enough info for us to speculate.
This will change in the distant future due the next gen algorithms looking at "trends", but you need not be concerned in the near future.

Would really need a ton more information to help you. You're not mentioning how you're monitoring the credit (and which FICO version), but keep in mind that "alerts" are not the only thing that could be changing on your profile. Your utilization on each invidual card and total overall matters. So, just getting the balance "under the limit" is not going to be the best for your scores. If you have baddies, especially significant bads like an unpaid Charge Off, your utilization on your open cards could be tricking you into thinking you're lower than you think.

To return to the same score, you'd need to return to approxiamately the same balance as you had before going over your limit.
This is quite complex. You can move between scorecards due to age. That can give the appearance of not returning to original score from utilization.
