When exactly will an inquiry stop affecting a FICO score? Say my last inquiry was July 31, 2011. Will it cease to affect my score on August 1, 2012? August 31, 2012? September 1, 2012?

It should stop affecting your score on August 1, 2012, but will remain visible on your reports for one additional year.
even though it would stop affecting your score after a year it also has minimal impact on your score towards the end of the year. so dont go expecting huge gains on its one year mark

I don't know for certain that inquiry damage fades over the course of time like late payments.

I'm pretty sure that FAKOs follow their own rules about scoring inquiries, different time period, etc...
