Someone is in a picky bucket

That is below average for "FICO High Achievers" and its saying you aren't good enough.

If you get it down to 3 percent or so that should go away. But it probably isn't worth it if you are already happy with your scores

Got that one when I moved to 19+ years. Next month it was 5%, and the message was gone.

Actually the item says 'High Scorers have on average 7% so I am below that..."

That is what I said. It is a good indication that the majority of people in your bucket have scores above 760.
