Removing accts in collections status

We financed a stated loan last year for a mortgage; we would like to refinace this year before the rates begin to rise.  However, my husband's credit score is not that great.  And, although we have been working with a credit specialist, I feel some things may be failing through the cracks that could possibly raise his score. 
 
Can anyone please advise on removing negative items such as collections on a credit report ?  My idea to my credit specialist was to settle with the companies; in return have them report a positive to the bureaus? But, I was told to just keep disputing and evenually they will be removed.  Well, it's been almost a year and still no luck, and his credit score has not budged in several months.

There is a legit way to deal with medical collections. This board deals with the process: http://creditboards.com/forums/index.php?s=669dd419eb8abf5c0dd9ea5778d0b3f9&showforum=39 Just tell them your situation and they will guide you through the process. It only works if you have not paid any money to the collection agency, but you do have the ability to pay.
