JUST CHECKED MY CREDIT REPORT AND IT DROPPED 7 POINTS AND ALL THAT HAPPENED SINCE YESTERDAY WAS A SATE TAX LIEN WAS REMOVED, WOULDNT A REMOVAL OF A NEGATIVE ITEM INCREASE SOMEONES SCORE?
It really depends on the rest of the file. If it was your only negative than, yes, your score would increase. However, if your file has other negatives it might not increase at all, and some other minor factor could cause it to drop.

Going from a dirty to a clean scorecard almost certainly results in a hefty score increase. The baddie holding the score down is gone.
However, if you have other baddies of the same magnitude still on file, then one going away is likely score neutral. As CAPTOOL said, some change in a "minor factor", such as utilization or # open accounts reporting a balance, likely caused the score to move.
