I would think it does affect it. Say your age of your other two accounts were 2 yr, and 1 yr, your average age of accounts would be 1.5 years old, then a new one would be 0 months, dropping it even further.
@SouthJamaicaYou probably do not know that the 28 point increase was attributable to the utilization drop from 9% to 7%. It is highly unlikely that it was.
It is 100% certain that decreasing your utilization from 7% to 1% did NOT decrease your score.
I agree on the move from 7% to 1% utilization not decreasing the score of the OP. A 28 point increase though from a 9% to 7% change in aggregate utilization isn't out of the question. If by 9% the OP was really at 9% or 9.X% and he's rounding it to 9%, that's above the 8.9% threshold and taking it down to 7% of course crosses that threshold. I would expect the point gain to be more around 15-20 points, but perhaps 28 is still within grasp, especially if there was another slight event that happened at the same time such as AAoA crossing a threshold, an inquiry aging past 365 days, etc.
Ciera97, where are you getting your credit score from? Are you sure it is a Fico score?
1) Are you an authorized user of any of your credit cards?
2) What exactly were the balances on your credit cards on the report when your score increased by 28 points? You said that the card which now reports $52, had a $328 balance. Any balance on the other cards?

That is a closed account with no balance it was only open for 2 days. And I did not even receive the card to use it. And no this is my second report for my police and fire card. So it’s because the age?
The Discover Fico score is usually a few days old by the time its is posted online and appears on your statement. Maybe your police and fire card had not reported yet, when Discover pulled your previous score. You can check credit carma to see when exactly your police and fire card. And you can check your Discover card statement when exactly your fico score was pulled.

In August I received a statement which had $0
OK. Discover reported a $0 balance and sometime later reported the $52. But your most recent fico score from Discover might have been based on the report with the $0 balance. That would explain your 15 point drop. There is a 15 points Fico score penalty if all credit cards report a $0 balance.
