I checked this morning and my scores are now TU-590 EQ-559 EX-542
My new card accounts haven't reported yet and neither has my CapOne card w/ the $1,200 cl reported it's new balance.
So my question is this: Why the raise in scores as it's only been a month since they first dropped
And could they have dropped last month because of first premier bank "updating" because I disputed the account being reported as opened when it was charged off/closed in Sep. of '09 ?
If it helps any my starting scores were TU-610 EX-595 EQ-542
The scores in my sig are what they dropped down to.

Absolutely yes regarding the dispute.
When we're talking sub 600 scores (and I've been there) even negative tradelines can have a positive impact as presumably there was some positive payment history on the tradeline, and it does keep your file age older if it was an old account potentially. Disputes can discount a tradeline fully or partially from scoring while it's active so all bets are off on scores when that happens.
Is the charge off unpaid? Reporting as current every month is unfortunately legitimate albeit not very friendly until paid.

Yes, the charge off is unpaid.
I feel bad about it, but I called fpb and they refuse to do anything other than report that a charged off account was paid. they are refusing to take the "charged off" designation off the account. So I figure "I may as well wait til it drops off in Oct."
