Because algorithm is slightly tweaked for each CRA per their request, resulting in identical information having different "weight" when it comes to scoring.

MyFICO really needs to fix their APP! I just got a 16 point increase from EX because of an inquiry???

Yeah last week I paid a card down from 98% UTI to less than 40% UTI and my scores went down on all three bureaus. Ridiculous
