Two hard pulls counted as one? (auto financing)

How far apart can two separate hard pulls on my credit reports (one by my credit union, and one by an auto dealer) be in order to still count basically as ONE in my scoring?

Also, it's my understanding that the vendor (in this case, the car dealer) is the only one that can remove a HP, if they choose to.  I'm trying to get a car dealer from whom we did not buy a car to remove their HP, as a courtesy.  They're telling me that since it was more than 45 days ago, they dont' have that ability.

This is what the manager there said:

Hello, ______.

I did talk with Nick, I asked him if we could get this removed and if it showed as a hard pull. He stated if you have back to back pulls within 45-days of each other it will be a soft pull, but anything over it will report as a hard pull. Nick stated as of right now if it shows as a hard pull he cannot remove because of the way the system reports to it. I wanted to make sure and I hope it does not show as a hard pull.

I will still ask around just in case.
