I think the line is more like 80% on an individual tradeline though there is a line somewhere and it might be scorecard dependent.  When I was on a dirty scorecard I did test at 67% and no movement, and 93% and did get movement.  I personally didn't get better resolution than that and I don't recall people doing any other concrete tests.
