Your posts seem to be a bit conflicting... as you originally said that a 28% to 18% overall utilization shift on your profile resulted in a "fairly good" score change, but then later stated that it was "nominal."
I think it's just important to give the information that the normal expected (as in the majority of cases) score change would be 0 points for such a shift in utilization. I would then qualify that statement by saying that any non-zero change would in fact be nominal, rather than fairly good.
