When does hard pull reflect score

I've read where "hard pulls", even one, could cause a minor decrease in your Fico score. My question would be then when a creditor conducts a hard pull, is the score that he or she gets at the time of the check, already reflecting this possible decrease? Or will the decrease show up if you checked your score say 2 days later? Example: say there would be a 5 point decrease by conducting a hard pull... If the bank says I have a 700, would it be 700 one week later or 695 due to the recent hard pull? (for sake of argument, no other changes to bureaus. Just wondering when would you see the score decrease if there would be one).

The potential score decrease would occur after the inquiry has occured.   When creditor pulls your reports the inquiry is counted in any subsequent credit reports/scores.

Who is the creditor ?   It varies, some will do a CLI with a soft, others require a hard.
