are points lost by increased util gained back as soon as util goes down?

My util will go up this month by a little more.  But next month I am paying off 6 of my 13 accounts which will leave me with 4 showing balances.  So my score should regain those points lost this month, right?  (plus more since I am lowering my util from around 70 percent down to about 30)

Yes it should, as soon as the CCCs report to the CRAs and the CRAs update the report.  Those actions can take a little longer than we would like sometimes!
