No special time. Your scores don't exist until you (or a lender) pulls them. They are then created at that moment from whatever info is on your credit reports.
So every time a creditor updates (which in many cases is when your statement posts or "drops"), the CRA's add that info to your reports. EX is generally quite prompt, updating within 24 hours. EQ and TU dawdle, often taking up to a week. I've been hearing reports that EQ is especially poky this month.
If you have access to daily
report (not score) monitoring services, you can see if your new balances have posted yet. Those who are working on reducing util, cleaning off baddies, etc. often use these daily pull services to decide when the best time is to pull and $$$ for their FICO scores.
