what did i do wrong????

   I have a question that I am sure you all have heard before. I am totally frusterated and I apologize for the length of this post....but looking for some answers to my problem requires a lot of information.
   In 10/06 I began to look at my credit because I was interested in buying a home and new car. I was shocked at what I found. My FICOs at that time were as follows: TU-603, EQ-575, EX-619 (and yes they were FICOs not fakos). At that time I had a bankruptcy still on the report (fell off 1/07) along with 11 collection accounts and 21 total open accounts (most late with more than 120 days or more).
  Since then, I have been writing GW letters, PFD's and denying and lying my way out of many of the accounts through the credit agencies disputing sections. Maybe not morally approprate...but desperate people do desperate things they aren't proud of. Here is what I have showing on my credit report right now:
1. Household Bank credit card. $700 limit- balance normally less than $100.00 (though right now from Christmas it is maxed out. This will be paid off by the end of the month. I had this card for 5.3 years...only 1 late in 11/06 (thought I had paid it when in fact I skipped it somehow). Tried everything....HB refuses to delete this late.
2. Capital One credit card- collection account $1507.00 due to be removed in 4/09. Disputed with the credit agencies, GWs and yet they too refuse to remove it or allow me a PFD.
3. 3 seperate student loan accounts totaling $31,000.00. Began repaying 6/06- good standing never late. Previously had 8 seperate accounts for this but consolidated 6/07, so it is fairly new.
4. utility account good standing never late. Had since 12/05.
5. GMAC auto loan $7800.00 left to pay. had since 11/05- good standing never late.
6. Chase Auto Finance $33,000.00 since 10/07 good standing. Had no choice, couldnt wait for scores to go up- paying 11.5% APR....got hit hard on this one...but needed a 4x4 ASAP.
7. Sprint PCS- $303- in collections since 4/07. disputed- wrote PFD, GW- nothing worked. They refuse to erase this one.
So...I have 2 collection accounts and 1 late left on my report. I am refusing new lines of credit and I am at a standstill....credit scores arent moving. They haven't really increased in all the time I worked on it. As of 1/2/08....the FICOs are as follows:
TU 602, EX 586, EQ 614. Since these scores, I no longer have the FICO scoring- only FAKO due to the fact they arent moving much anyway- why pay extra to see the real scores? I will purchase it again when I see scores going up more than a few points. My debt to income ratio is 14% and there has been only the one late in over 2 years.
 
So, my question is....I have removed 9 collection accounts, kept up my bills on time (except the one), 1 collection account added and besides the credit card which I will pay off at the end of the month....what am I doing wrong??? I have consolidated student loans because they tell me it improves scores (made no changes),  I could pay off theGMAC account....I'm not because it is helping me by paying it on time every month (and least that is what I am told). I feel totally sick at the thought of the interest rate on my SUV...I need to reconsolidate (certianly not anytime soon though). I'm tired of being told to wait and give it time. I feel like I have done all of this for the last year or so for nothing because nothing has made any difference. I have a great job making great money -I can afford a home and yet I'm stuck in an apartment because of these scores.  Does ANYONE have any idea what I can do?

You said 21 accounts, most with lates? Lates of 60+ days, and wow, 120 days late, are serious delinquencies that are not healed for years and years.  Kiss of death....That is easily costing you over a 100+ point hit on your FICO, and most probably over 200.  And of all your accounts, what is your overall revolving %util and your install %util?  Lates are the killer, bud, and I suspect that is the area that is killing you. And one year attention can do little to heal the risk to lendors that FICO sees in prior lates, especiall serious delinquencies, which are any more than 30 days......

How recent and how severe the lates are is the most damaging-
 
Words of advice-
Stop disputing accurate CA's- they will update to a more recent date and make it tough to get the score higher-
If they are still under SOL- pay them off so another CA does not pop in there or worse- they sue you-
 
One other way to help is to dilute the negitives on your reports-
opening a few additional clean lines (and helping utilization) will help.
 
Revolving UTLization is a score killer-
 
My EX score went from 480 Dec 06 to 729 in Jan 08 - so it can be done.

   The %util threw me off so..after searching the web..I think I know how to figure this out so bear with me.
 
Revolving utilization (thanks to capital one)...54%
     1 credit card- 700 limit/ 690 used at this time
      Capital One-500 limit/ 1500 in collections
 
Installment utilization- not including student loans- not sure if they count of not.
    GMAC $16,852total / $7,863 left to pay
    Chase Auto $33,343 total / $33,070 left to pay
                       installment utilization...81% thanks to needing a vehicle recently.
   If student loans count into this...
     1. $11,461 limit/ $11327 left to pay
     2. $17490 limit / $17286 left to pay
     3. $ 2,185 limit/ $2,229 left to pay.
this would change my installment util to: 88%
 
So now does this mean that I have to pay down all of these amounts to increase my score?
Is there any hope for me in the near future?

All but one late is off my credit report and I havent disputed anything in good standing. Capital One and Sprint will not allow me to pay off the owed accounts on my credit report. I have been trying for months now...they even stopped replying to me :-(
 And if I open a "clean" line of revolving credit....won't it hurt my score further since I have too many newer accounts?

Get the utilization down under 10% on all open credit cards first. Give it a couple of months to report then pull your FICO middle score using the discount code.

would it benefit me to open a credit card account at this time to boost my score with util? I'm curious if I open one, and use only what is paid off at the end of every month if that would help me or not.

I agree with smallfry --hold off on a new card until your util is down. Right now, if someone did issue you a card, it would be a stinker, and you would probably need a magnifying glass to see the CL. When your util is down where it ought to be, you will be much more attractive to CCC's, and you will be offered better deals. (Although the collections are still going to be killers for a lot of issuers.)

edit: it's revolving util that carries the weight. While it's a good idea to eventually get the installment util down, you won't see a lot of score change from that. Once your revolving is down, find one or two decent cards and start the util game, only allowing under 10% to report on your statement dates, and have immaculate payment history. That is where you will finally get your score growth. You might well have to go with a partially or fully-secured card. If so, check into Bank of America, as they will graduate you to the real thing. So will other CCC's --do a search here on "secured card."

For the discount code, Google FICO discount code or FICO coupon. You can also get 10% by calling myFICO customer service, but you can probably find better than that online. Our hosts do ask that we not publish them here, as they come from other vendors, so that's why we always say to Google.
