Ok...long time lurker here and have learned SO much from you! So I thought y'all may want to hear this..
Applied with NASA last year during the NASA craze and got their Platinum card for $15k.
Scores went up so I thought I would apply for a PLOC this morning...applied...waited an hour and got approved for $30k..funded and done.
Decided to send a secure message on my PLOC app and asked since you did a hard pull already could you reduce my APR on my card. They wrote back and said we could approve you for a new card without a hard pull and probably get you a better rate.
I wrote back and said I do not want a new account or new number..is there any way we can just do a CLI on my current card.
They wrote back and said we can do a CLI and an APR reduction on your card without a new hard pull and still keep the same account number! I said do it!
Went to underwriting and got approved in 5 minutes!
So, I got a PLOC approval and my Platinum Card went from 15k to $20K and reduced APR to 10.1% without a new hard pull and without a new account number all from the PLOC hard pull!
So if you are going to try and app for a PLOC or car loan or anything..apply for that and dont apply online for anything else..send them a message on the loan system and ask them to do it manually since they already pulled your report. They will not re-pull and will work with you on CLI and APR reductions!
Gotta love NASA!!! 
I think my score was around 680 last year..they approved me for the credit card and 2 auto refis but would not give me the PLOC. So give it time and let your score grow. Once you get a good EX score, they will cater to you!
