I had high utilization when I got my Freedom, so I got a 22.99% APR. Is it possible to get an APR reduction? If so, does Chase require a HP for it?
Don't count on it. Chase will give you the same speech they give everyone about periodic (6-month) account reviews which will lower your APR automatically if you are eligible. What they neglect to tell you is that the only people who are eligible for this reduction are those who have been paying the penalty APR and have brought their account back in good standing -- these are the only people Chase is legally required to adjust APRs for.
I was approved for a Chase Freedom card in 2010 with a $1,500 limit and a 23.24% APR. I've received CLIs and also rolled my Sapphire Preferred line into it (which had a 15.24% APR), and it now has a $12,500 credit access line, but I'm still stuck with the same 23.24% APR. The only option Chase will give me is to open another new card, and I would probably have to take a CLD on my Freedom to do it.

Wow, that's really lame.
With the useless (to me anyway) bonus categories this quarter and the 1.5% I get from Quicksilver, this card has become kind of irrelevant. The EO told me to contact them in March to get it upgraded to Visa Signature status. If they don't follow through on that, I think I'll just close it.

Sad, but this statement is true. I have yet to talk them to reducing my APR on Freedom.
