With some of these companies, I always assume and prepare for a HP so it's never unexpected. Inquiries count less over time and then "disappear" and the reps don't always know what they're talking about, as we've well learned from this forum.

Just talked to Marie again, and she said they are increasing it another $250. So it went from $300 to $750 in 1 week, and only a SP! YMMV of course. She said they can't extend more than that now because my last 2 accounts are new(02/11, and 11/11). Her credit analyst didn't say anything about my lates back in 01/10 so those were not factors.
I asked her if I can PC to a Freedom, but she said account is too new.
She was super nice, and said I can call her anytime in the future for a CLI or PC or anything else.

I understand what your saying, but I've been in situations this year and last year where the creditor wanted to do a HP for a CLI and couldn't so they flat out denied the CLI. This may be true for EX but EQ and TU have been proven (at least from ym standpoint) to be HP blocked for CLI's.
When I recently apped for the Chase United Explorer card. I initially got the 7-10 message and called in. The rep said it was because my EX report was frozen. I already have another card with them. They ended up pulling EQ instead for me.
