This card, and another one my wife had, had been dormant for literally years.
The other card (GEMB/JCPenney) was reporting OK every month, but I still got an alert when I used it for the first time. A third store card (GEMB/VS) she had was opened for the offered discount, PIF'ed and then after only 3 months, it was closed! Why did GEMB close one account after 3 months of inactivity, and let the other one site for years?

Can your wife buy something via the internet just to keep this account (New York and Co) open. If it has a long history, I would try to buy something on the internet. Maybe a pair of socks.
Second-
Your question is why would GEMB close an account after only 3 months?
In a recent post a person expressed how gemb, although may have a similar structure when it comes to the company, they do not a have cookie cutter one size fits all for all credit cards. Each credit card has its own business structure and terms and conditions.
Some cards offer higher cl, while others have lower APRs. Some you can keep open for a long time without using and some you can not. YMMV
