I don't think the fact they had previously pulled his CBR is relevant since they had denied him a credit card at that time it was pulled, unless they changed their mind and thought they should reconsider?
Now if the "pre-screening info" purchased from the Credit Bureau showed he met the current criteria to make a tentative offer, thats understandable, as I dont know when he applied originally and things may have greatly changed.
Perhaps they would accept him now and if he applies, I hope they do but I am still just stating it should be based on current information available to the lender and should require a hard pull if they have no internal info to go on.
