Well, I might recommend Discover. I think they commonly pull TU, and if you use the card a lot, they will give you an auto CLI every 6 months almost guaranteed, at least in my experience.
And if they decide to pull something besides TU, oh well, you have an extra inquiry on a report that wasn't going to get you any credit any time soon to begin with.
Like mentioned, check whogavemecredit, as I don't think Discover pulls TU exclusively, but they have always pulled TU on me.
7 inquiries on TU is not helping your cause at all, and your score isn't high enough for discover with your history (short, small credit lines from sub-prime lenders).

Anyways, you need to get your reports cleaned up, wait for these hard pulls to fall off, get your util under 10%, and then apply with a credit union.
I would attempt one of the Barclay's card that would suit you, this bank does seem good on reconsiderations too if you are diened. I would not attempt Discover right now, as this bank can pull any report, and Discover is very conservative, Good Luck
