Actually the pulling of credit isn't a violation. Even if it is past the SOL and CRTP it is still a valid debt until paid so they would have permissable purpose.

And the hard pull would be a violation, wouldn't it? They have no grounds to sue OP, it's past the CRTP - sounds like they have no justifiable reason to do a hard pull and it's just harrassment.
Whether it is past CRTP or not if they are attempting to collect a debt, yes, they have PP for a HP. If it is out of suing SOL, they have PP to do a HP.
