It depends. I personally do find store cards much easier to get--especially those you can get with a soft pull through the shopping card trick.
Most major credit cards are a hard pull, and depending on the creditor and their underwriting, some are fairly difficult to get, even with great credit scores.
Well, the most common store cards with soft pulls seems to be J crew, Express, and Victoria Secret...not huge credit lines, but fairly easy to get by most people. There are a few catalog companies that offer them too: Bylane, Chadwicks....etc. Google or search for "shopping cart trick" and you will find a whole list.
As for Walmart, Macys, Nordstroms (those kinds of stores)...it is a hard inquiry, I believe. Different people have different levels of success.
As for me--Best Buy, Target, and Toys R Us all approved me on a hard inquiry, while my credit was still "less than stellar." But the credit lines are not high, and don't expect huge CLI either.

And the trick won't work if I opted out?
I opted out thinking it would boost my score, but it didn't. I'm trying to think of how I can opt back in and get a store card. I forgot the address.
