Unless Capital One has changed it, I only had to give 49.00 for my 200.00 secured credit card, not 99.
What about the PNC secured card? Does anyone know about it?

I can verify as of an month ago cap one secured, you can deposit 49 and get 200 CL.
Thanks, I went ahead and updated the list to reflect that CAP1 security deposit. Howver I take it the 49$ is dependant on a through review of your credit history from all 3 bureaus.
I went ahead and added PNC to the list.
It depends on your credit (Cap 1 deposit) as I had to deposit $300 for $300 limit...
Capital One told me a week ago that I had to put down 200 for 200 credit... but my real FICO score is 515
