You are correct, it is a permissions issue. New users are not permitted to post images. In time, your access level will increase.
I have had this account for almost a year now and I am having the exact same problem as alkaline and other members with the HTML issue. How can I get permission to post images in my sig?@alkaline

Permissions are based on post count. it seems you have gotten your images posted now.

Yup! It allowed me to do it after my 10th post.

Makes sense. Imagine the spam ads we would be subjected to otherwise.
I'm having trouble too... if I just made one long picture with everything I want, what size do I use?
Here is the html:
<a href="http://s1371.photobucket.com/user/anthonyloren/media/CCs_zpsd41967d1.png.html" target="_blank"><img src="http://i1371.photobucket.com/albums/ag298/anthonyloren/CCs_zpsd41967d1.png" border="0" alt="CCs photo CCs_zpsd41967d1.png"/></a>

If you type <img src="http://i1371.photobucket.com/albums/ag298/anthonyloren/CCs_zpsd41967d1.png" Height="60"> in your signature box, it will look like this:
I used height rather than width, because the signature box tends to cut things off of the bottom. You can make the cards show larger if you made your limit text smaller in your picture. If it still cuts off, adjust the height in pixels to less.
Also, your image signature won't show up until your post count increases.
Thank you!!
