Yes, you can get approved if you don't live in MA. I live in Wisconsin and was approved for an auto loan within the last week at 1.24% which is pretty unbeatable.
I forget how to sign up for a checking/savings account since I did it awhile ago. However, I remember it was pretty easy. Their customer service seems to be very friendly so you should call them if you have any questions.

(No I don't know anyone that is a member).
I'm from IL and I just joined them. Go to their page, click open savings or checking account. I did savings. You'll have the option of donating to one of their organization's. It'll be a HP to join. I did the $15.00 donation and $5.00 funding of the savings account. I had to email them a copy of my DL and my S.S. card. Hope this helps.
I live in California and was approved for an auto refinance and a credit card last week. I did apply for membership first and it took about a week to process after emailing and faxing SS card & drivers license. To get approved for the re-fi & cc I had to email pay stubs but both applications only took about a day to process and my old auto loan has already been paid off.
I just got approved for an auto loan with DCU, but based on their membership criteria it doesnt look like I can get membership... and on my auto loan approval form it says:
YOU MUST BECOME A DCU MEMBER, OPEN YOUR ACCOUNT TODAY AT DCU.ORG;
A PURCHASE AND SALES AGREEMENT FROM THE DEALER;
Does this mean I can't get my financing with them then? Or do I just open a checking account with them and I'll be okay?

So do I need to join this Reach Out for Schools first then apply for DCU Membership?
