Also, Capital One has a (somewhat random) habit of verifying information before releasing a prequalification - even though it's a soft pull.
They may be wanting to verify something, give them a call and ask...
Otherwise, I'd say it'd be safe to assume that it is your fraud protection that is preventing the prequalification.
