I don't know for sure, but I would question the ability to finance a vehicle if you don't have a DL. Try google.
What about car insurance? Doesn't a licensed driver have to be on the policy?
To my understanding anyone can finance a vehicle. As long as vehicle have full coverage insurance.
Financing wont be an issue, it will be the insurance and title. Finance companies won't let the car leave the lot without those details worked out, not sure it is possible to get insurance without a license.
