Time to refi?

I have a $13,6k loan @ 13% and after i year i paid it down to $12k.  My Equifax is 680.  I think the value of the car is less than $12k.  Is it possible to refi for less than 13% now, or do I need a better score or less owed?

Most financial institutions won't refi an auto 5 years or older and with the neg equity you will have to pay the difference.
