Is there a list of Banks offering SOFT PULL Pre-Approval for BUSINESS Credit Cards...?

Only AmEx I think if you have personal cards with them.

I have AMEX cards but I can never figure out the pre approval for them.  For personal you just hit "apply" and it tells you.   Is it the same way on the business side?

It is something similar. 
I applied for Business Green card and it was HP but others had SP. 

The reason mine was HP is because I applied less than 39 days after getting approved for personal card. Second Amazon Prime Business was SP approval.

In addition to Amex, Wells Fargo will sometimes offer a SP preapproval for their business platinum CC to in-branch customers.

Chase will offer pre approvals on their biz cards, but if you apply you will invariably receive a HP.
