FWIW, the same day I got my new AMEX card (with a 1k limit) I also got a letter stating they would give me an auto CLI after 5 months of paying my bill on time (but it has to be used each of those 5 months)
from a previous suggestion in the thread, I too initiated a couple of online chats with questions to CLI. since I didn't ask for approval I am not going to post those here (bad form) but here's the data points I received.
Both agents said you can get CLI after first 60 days
Both agents confirmed you have to wait 90 days after a denial
Both agents confirmed 180 days after a CLI for another CLI
Here's the striking comments: Both agents said that you CAN receive CLI's at the above numbers even if another CC received a CLI in that timeframe. Basically, the rules apply per card and not per account. We've seen tons of data points suggesting otherwise but maybe that's a new policy this year?
Lastly, after moving CL from one card to another new card, my new card is still eligible for the 60 day CLI (I moved CL to it the day it was opened) as its outside of the CL reallocation 30 day window. Eligibility kicks in a couple of weeks - will try and post back here on the success.
Also, I had no issues getting a CLI on my first card at $1k SL (Dec. 15) likely due to spending and payments (in full)

So, in theory I could move my $3k over to my new BCE card with $1k limit and after 61 days possibly go from $4k to $12k? I'm sure this won't work for me for a number of reasons, eg, typically the $1k SL won't get 3x until 181 days and my BCP with the $3k limit is only 8 months old. My plan right now is to grow the BCP from $3k to $9k in June and $9k to hopefully $20-25k in December 2018.

True, but I think I have to wait 12-13 months to transfer my CL and I've only had 8 months with BCP. Regardless, I'll try the 3x CLI at 61 days on the BCE.
