I know that the first CLI on a Navy card is 91/3. When would I be eligible for a second CLI on the card? Would it be 180 days or 6 full statements? Thanks in advance.

You are eligible for a CLI 6 months from you last successful CLI. In this case, assuming you received an increase at 91/3, your next increase could come 6 months from that date, or approximately 9 months or 270+ days from when your card was issued.

A lot of people like to wait at least 183 days just to be safe. If you ask even 1 day early you'll be denied for "recent change", this happened to me last month, had my dates wrong.
It's always best practices to request your CLI through the website or mobile app for best chance of SP.
