I'd bet that some or all of those new accounts were not on your credit reports yet, so Chase didn't see them.
The most recently opened account was Neiman Marcus in December 2015; all are and have been actively reporting since issue. So, definitely nothing new. It's possible the Valero didn't count, I guess.
I thought i would chime in. I was 100% past the 5/24 rule. I 100% got a pre approval from chase for the unlimited freedom. I was initially declined they said for too many new accounts. I called chase recon and said, i was very "dissapointed i was not approved for a card you guys sent a pre approval out on" She said please wait a moment. We will sent it to underwriting and you will receive a notice within 7 days. Within 5 days i saw the new account on my chase login. Most people will not take the second step however from reading forums... I called based on someones advice.

Interesting; thanks for the input. Looks like the rule isn't 100% hard/fast.
I got a pre qualified mail offer for united 50k bonus but I am beyond 5/24. Very tempted but will have to pass
