I have been with AMEX for 10 years and have card three cards with them. My EX FICO is 780. Does AMEX still do SP approvals for members that have accounts with them?

Most likely it will be a SP.  It's not guaranteed however.

Mostly yes, but HP is possible even with pre-approval.

Ive had them for 13 years and it has always been a SP.

I've been with Amex for 15 years.  Up until about 5 years ago, every new app generated a hard inquiry on EX.  Since then, all have been soft pulls.

25+ years with AmEx and a mixed bag of HPs and SPs on both personal and biz applications, mostly SPs.

Much more recent window with them for me (27 months), but HP for first card, reused same pull for second card less than an hour later, and then SP for the ensuing four cards.
