No, it's never been six months. Most of the time they had a waiting period of 61 days after you activated a card before being able to get a CLI. However, for the last year they have given some people CLIs as soon as card activation. There are signs though that they may be moving back to the 61 day wait period though what seem to do is contradictory. The 6 month wait is the time period after getting approved for a CLI that you must wait before getting another one, if approved.
Everytime I have received that message it was a denial. But you never know.
Likely a denial, but what was your starting credit line? If they started you low, odds are less favorable.
Same thing happened to me and it ended up being a denial due to account being too new. Said I needed to wait 60 days.

My SL was $2K. I just received an email from AMEX requesting that I call. The CR stated that my request was declined due to my account being too new and that I would need to wait 60 days from account issue to try again for a CLI.
Lol, I was too impatient.
In my experience, if this is your first account with them, then the 61 day rule applies.
Here was my experience:
First card with Amex: I was approved last year for the Amex Everyday card and immediately tried a CLI. They denied me due to the 61 day rule.
Second card with Amex: 2 weeks ago I was approved for the BCP with a 2k limit. As soon as I activated it I tried a 3x CLI. Immediate approval for 6k. This is also after they just gave me a 3k auto CLI on my Amex Everyday Card the week before.
I tried the same thing and was told to call new accounts who told me to wait 60 - 90 days for CLI.
