I'm pretty sure you're not blacklisted. I currently am, and when I've tried applying I get denied right away. The denial letters always mention past issues, and interestingly they invite me to try again in the future.

 

The lack of HP isn't an indication of whether you're blacklisted or not. If you're not currently a customer, Amex won't HP you unless they offer you a card and you accept it.

And that is a change , but it is consistent with their recently updated application process.

 

If a denial and not just a verification request,  the reasons given for the denial may give clear clues if a blocklist is still in place.

UPDATE: AMEX Blacklist?

Just got an update and it looks like I'm on the blacklist since i was denied and the reason was because AMEX had closed my previous account. 

 

Since its only $1,700 I'm going to pay this off  and hopefully will get back in good standing with them. What are the peoples thought on this reconsiling my relationship with them to get back on the AMEX train. Any opinions would be appreciated.

It'll still be a while before Amex will open the door but it will open eventually.

If you pay them off in full, you should get back in fairly quickly.

Once you pay them off, give it one or two weeks to update all their systems. Then either call for reconsideration or reapply. I would also recommend you have them just debit the funds out of your account.

Best of luck to you. Amex was one of the creditors which I burned back 97-00 when I was in university. Thankfully, I was able to pay off all debts around 2001/2002 time frame. But I steered clear of credit cards for the next 17 years. My own decision. But by 2019, Amex was the first one to let me back in the door. Perhaps, I could have gotten back in sooner but truthfully, I'm happy I spent the next nearly 20 years getting myself situated. 
Hopefully, you can get back in with them somewhat soon. Fingers crossed but if it takes time, just be patient. But the first big step is paying them back.

Similarly I got my first charge card which was the AMEX Platinum. I also had their BlueCash Preferred at the time. Used the Platinum for a very costly family emergency and didn't pay it as quick as required so they closed BOTH cards due to inability to pay within 2 months. I then went into a 2 month payment plan to pay off my debt. That was April 2020. Fast forward, I've maintained a 50% debt to credit ratio but have consistently paid on time. I've applied every 6 months and got immediate denial first year, "blacklisted". This past year I was denied twice but provided it was due to high debt to credit, no longer blacklisted. Literally just now tried their prequalify landing page and got the "we can't offer you...". This is different from their new pre-approval process. So, I decided to roll the dice on a hard pull with a BCP again.
I went for the BCP first after reading they now do a soft pull with the individual card preapproval process and make the APPROVED offer showing normal rates/fees up front before you accept which will trigger a hard pull. I was approved for and accepted the BCP first. Then, went right back and did the same for the Platinum. One immediate hard pull. So, if you get to that point, you confirm not only that you aren't blacklisted but that you are approved to get the card you are applying for. All without a hard pull until you accept.

 

Bottome lines:

*Pay what you owe.

*Keep debt/credit reasonable which apparently is 50% I guess lol

*Have Fico 8 score of 680 at least and make at least $40K from what I have read about income. I do make more than that though as a note.

*You can check preapproval vs prequalification without a hard pull now. 

Took me 2.5 years to get unblacklisted. Yay me!
