If I request a CLI with AMEX on my BCED card and I get the 7-10 day message do I have to wait a certain ammount of time before trying again, like 3 months? Or try again in another month. Does it matter?

I think it is becaus emy balance is high on the card. I wanted it raised to 15k to help with ratios. Current CL is 5k. Have had the card since March 2015 and FICO is 676

Yes, when you request a cli on an Amex card, you need to wait 180 days if approved and I believe it is either 60 or 90 days if denied. If you do a search for Amex CLI, ther is a thread on this that goes into great detail.

Yes, you have to wait 91 days if denied a CLI.

If the denial reason is that you need to have your account oppened for 60 days like happened with me yesterday, does it count as a denial and need to wait 91 days?

It's hard to say for sure because we don't know if they have gone back to the 61 day requirement.  What I would do in your case is to try again when your account reaches 61/62 days.   If they have gone back to the 61 day requirement then you'll either be approved for denied for something related to your credit.  If they havent gone back to the 61 days requirement then your new application will be denied becuase you didn't wait the 91 days.  That however won't hurt you because it wouldn't reset the 91 day clock.  Hope that makes sense.
