I had this exact same experience. I was given a date (90 days) by the first rep I spoke with via chat. I waited until the suggested date but was still unable to request an increase. I chatted again and was told to wait until the 6 months anniverary. Just over a week later I was able to follow the link provided in the chat and it gave me the option to request an increase (before it said my account was too new to request CLI). I applied and was approved for a 3x increase. The 101 day loophole seems to be accurate. I don't know when i will next be able to request.
Beginning this forum with a score of 575, fingers are crossed it improves. Update: Im up to 758 :-)
