You certainly can make another request in 90 days or even 30 days since the clock doesn't reset with a denial. However, considering that your SL was $1,000 you would have significantly better chances of approval if you wait 180 days from the account opening date. If you call Amex they would most likely tell you then want to see more of a payment history from you. So treat the card as if it were in the "credit steps" program and ask for the CLI after 180 days.
