If you get an email from AMEX about one of their cards, does that mean that you are prequalified for the card or is it just and advertisement? I just received an email to apply for the AMEX BCE card and I just applied for it about 2 weeks ago and was declined.

I think its plain advertisement.
You can always try their Pre-Qual site. When I use IE's InPrivate mode, there is a tab at the top that says "Check for Pre-Qualified Offers". I have an Amex card so they don't show the link unless they don't recognize my computer.
The Card Offers pre-qual site also showed me Amex cards before I applied for an Amex card. Credit Karma even gave me some nice pre-qual offers for Amex cards. Best APR, etc. But it was the week after I applied for my Amex card.

AMEX loves thin credit files with no baddies vs thick ones with a few baddies... If you have a thin file as the poster right above me and another CC w/good standing you will get in easily.
I have had no luck with AMEX. Apply at least 3 times a year and still get denied. Just think that they want to see a certain FICO score.
