AMEX - Is this a pre-approval?

Just wondering if this is an actual invitation to apply, or a prequalified offer?  Says prequal in the URL.  Scores in the 660's on all three bureaus.

I get that as well when I'm signed in but I also see that window when I use private window (and honestly I've seen it before I even got approved for amex) so I can only assume its just a general offer and not a prequalified offer.
