I have an AMEX Optima, limit of $500.00. The cardholder agreement states that one has to have the account for one year before being considered for a LI. I have now had it for a year, perfect payment record, low util. Does the standard AMEX 3X apply for this card as well?
I didn't know that these card still exist. You can try and see what happens, worst they can say is no.

I think you may have to close and reapply for 61, and 181 day increases.

Did you receive this card from a loss suit American Express had, if so this is a recovery credit card which the agreement states you can't request a CLI for 36 months, once you complete the 36 month trial you will need to close the Optima account if you want to apply for any of there credit cards products. Unfortunately there's no guarantee for approval.
My understanding is that the Optima is for people with less than stellar credit. You can't apply for it; rather, Amex offers it to you. For instance, you apply for the BCE, Amex says "No,but here, you can apply for the Optima instead."

AMEX will outright decline you if your credit isn't up to snuff.
No. This is a different beast altogether. It is offered as a "Get back in our good graces", type of deal.
